Mr Woo joined the Immigration Department as Assistant Immigration Officer in 1988. He was appointed Officer of the Correctional Services Department in 1989. He was promoted to Senior Superintendent of Correctional Services in 2011, Assistant Commissioner of Correctional Services in 2012 and Deputy Commissioner of Correctional Services in 2018. He was Commissioner of Correctional Services from 2018 to March 2022 before retiring from the civil service.

On 1 July 2022, Mr Woo was appointed by the Central People’s Government, People’s Republic of China, as Commissioner of the Independent Commission Against Corruption of the Hong Kong Special Administrative Region. In his over 33 years of experience in custodial and offenders’ rehabilitation, Mr Woo had established close partnership with ICAC in unveiling corruption-related crimes with vigor. Mr Woo is also a keen advocate of innovative technology and will continue to exert technological leverage for the anti-corruption cause.

Mr Woo was awarded the Correctional Services Distinguished Service Medal and the Silver Bauhinia Star Medal by the Chief Executive of the Hong Kong Special Administrative Region in 2018 and 2022 respectively.

Ghada Fathi Waly is the Director-General/ Executive Director of the United Nations Office at Vienna (UNOV)/ United Nations Office on Drugs and Crime (UNODC) since 1 February 2020, following her appointment by Secretary-General António Guterres. She holds the rank of Under-Secretary-General of the United Nations.

Ms. Waly's work experience includes 28 years in the field of poverty reduction and social protection. She served as Minister of Social Solidarity of Egypt from March 2014 until December 2019. She also served as the Coordinator of the Inter-Ministerial Committee for Social Justice and chaired the Executive Council of Arab Ministers of Social Affairs in the League of Arab States from 2014 to 2019. She was the Chairperson of Nasser Social Bank, a pro-poor developmental financial institution. She chaired the boards of the National Center for Social and Criminology Research, the National Fund for Drug and Addiction Control and the National Authority of Pensions and Social Insurance, which serves 25 million Egyptians.

Prior to that, she held leadership positions as Managing Director of Social Fund for Development (SFD), a multimillion-dollar SME Fund, and as Assistant Resident Representative for poverty reduction at the United Nations Development Program (UNDP), where she was responsible for coordinating the Millennium Development Goals reports and launched the National Strategy for Micro Finance. She was also Program Director of CARE International in Egypt, working in the field of poverty alleviation, and Chairperson of the Red Crescent Association.

Ghada Waly holds an MA and a BA from Colorado State University (US) in Humanities; she also holds a diploma in international development and a diploma in Project Management and is certified in Micro Finance from University of Colorado Boulder. She is fluent in Arabic, English and French and has a working knowledge of Spanish.

Dr Vetere was Vice President of International Association of Anti-Corruption Authorities (IAACA) in 2006-2022, and is currently an Executive Committee Member. In 2012 he was elected as a Member of the Board of Governors of the International Anti-Corruption Academy (IACA) for a term of six years and in 2016 became its Chairman. He is also one of the Founding Members of the UNODC Anti-Corruption Academic Initiative (ACAD).

Having worked as a Research Officer at the UN Crime and Justice Research Institute (1969-1975); Social Affairs Officer with the UN Department of International Economic and Social Affairs (1976-1984); and Senior Programme Officer with the UN Fund for Drug Abuse Control (1984-1987); he headed from 1987 to 1997 the UN Crime Prevention and Criminal Justice Programme, which is now an integral part of the United Nations Office on Drugs and Crime (UNODC), first as Director of the United Nations International Crime Prevention Centre from 1997 to 2002 and, from 2003 to 2005, as Director of the Division for Treaty Affairs of UNODC. He has also served as Executive Secretary of the Eighth, Ninth and Eleventh UN Crime Prevention and Criminal Justice Congresses.

He was also involved in a number of UN peace-keeping missions, firstly as Provincial Director of Phnom Penh with the United Nations Transitional Authority in Cambodia (UNTAC), serving also as Officer-in-Charge for Public Security responsible for re-establishing Cambodia's criminal justice infrastructure (1992-1993); after as Director of the Office of the Special Envoy of the Secretary-General in Iraq (1998-1999); and later as Chairman of the Identification Commission of the UN Mission for the Referendum on Western Sahara and Deputy Special Representative of the Secretary-General (1999-2001).

He received his doctorate in law/jurisprudence at the University of Rome, with specialization in criminal law and criminology at the Universities of Cambridge and Rome. He authored several publications in the fields of criminal law and criminology, organized crime, corruption, human rights in the administration of justice, criminal justice statistics, developmental issues and international cooperation in criminal matters.

Dr Busia has served as President of the Italian National Anti-Corruption Authority (ANAC) since 2020.

He is the president of the European Network for Public Ethics (ENPE), the president of the Network for Integrity and vice president of the International Association of Anti-Corruption Authorities – IAACA.

Dr Busia worked at the Italian Data Protection Authority (DPA) from inception in 1997 and took office as Secretary General to the DPA in July 2012. He was a member of the Europol Joint Supervisory Body as set up by the Europol Convention from 1998 to 2005, where he was appointed as Chair of the Appeals Committee; he was also a member of the Joint Supervisory Authority set up by the Customs Information Systems Convention and served as deputy Chair of that Authority. From 2012, he is Alternate Member of the Article 29 Data Protection Working Party set up under the Directive 95/46/EC and has been a member of the ad hoc Committee on Data Protection (CAHDATA) established by the Council of Europe to modernize the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (ETS No. 108). He served as Secretary General to the Italian Independent Oversight Authority for public procurement contracts (2008–2012) and was appointed as Director of the Permanent Board for the Relations between State and Regions (2006–2008). He held and still holds teaching courses in several Italian universities and has authored many scientific papers.

The Head of the Special Investigating Unit (SIU), Adv. Lekgoa Mothibi was appointed by the President of South Africa with effect from May 2016. He is tasked with leading the SIU to execute its mandate to investigate Maladministration, Malpractice and Corruption within the State Institutions and the Private Sector as authorised by Proclamations issued by the President of South Africa. The ultimate goal is to recover money and assets lost by State Institutions and to refer perpetrators for prosecution and responsible officials for disciplinary action. To realise this mandate, he introduced and implemented an organisational turnaround strategy that internally puts premium on improved performance, effective processes, effective systems and people management. The new strategy also focusses on ethical leadership, clean governance and building strategic partnerships.

His professional journey prior to 2016 has culminated into the outstanding qualities and values that he is portraying. Adv. Mothibi started his career as a Public Prosecutor in the Magistrates and Regional Courts in the Johannesburg and Soweto Magistrates Courts. He also served on the bench as a Magistrate in the Johannesburg and Soweto Magistrates Courts. He was appointed to Head Employee Relations at the then Department of Finance in 1995. He was part of a Project that worked on the establishment of the South African Revenue Service (SARS). At SARS, he also served in the roles of the Head of Corporate Legal Services and the Head of Governance.

In 2005, he was appointed the Head of Compliance at South African Airways (SAA). After completing the implementation of SAA Enterprise and Compliance Risk Management Framework, he was appointed at Nedbank as Senior Manager Enterprise Risk Management in 2007. Within six months at Nedbank, he was appointed as General Manager Group Operational Risk Management. At Nedbank he successfully led and completed the implementation of Basel II Operational Risk Management Framework (Basel II ORMF) which led to significant Operational Risk Capital saving for the Group.

In 2012 he was appointed at Standard Bank as Head of Operational Risk for Standard Bank of South Africa. After successful implementation of Basel II ORMF, he was appointed to Head Standard Bank Group Operational Risk Management. Basel II ORMF implementation entailed assessing operational risks which included development of Anti-Fraud and Anti-Money Laundering Scenarios. This led to significant Operational Risk Capital saving for the Group.

In October 2013, Adv. Mothibi was appointed as an Executive Director at Medscheme Holding a subsidiary of AfroCentric Health. The role included leading Group Legal Services, Group Governance, Group Risk and Compliance. Internal Audit also reported to him. He was also accountable for the Medscheme Road Accident Fund Business Unit. At the AfroCentric Group, he championed a successful implementation of the AfroCentric Enterprise Risk Management Framework. One of the key initiatives was the reorganisation of the Group Forensic Investigations Business Unit, which improved forensic investigations capability and recoveries.

He strives for a corruption free South Africa, making a meaningful impact in the public sector, private sector and society by ensuring accountability and consequence management for wrongdoers in all tiers of government inclusive of those private sector parties involved in the wrongdoing. In 2022, Adv. Mothibi was appointed to the Board of Association of Fraud Examiners, South Africa. Adv. Mothibi is currently appointed as the Vice President of International Association of Anti-Corruption Authorities (IAACA) and has served as Chair of the Southern African Development Community (SADC) Anti-Corruption Committee (SACC).

Ms. Alexandra Rogkakou has devoted nearly 32 years to Greek public service. Throughout her career, she has held various positions and gained significant administrative experience, including in the management of complex cases and emergency situations.

Her responsibilities, which included matters related to the protection of antiquities and specialised anti-corruption issues in cultural heritage management, led to her appointment to the Body of Inspectors–Auditors of Public Administration, where she conducted a wide range of audits addressing corruption and maladministration. She subsequently served as a Special Inspector at the Office of the Inspector General of Public Administration, participating in specialised anti-corruption investigations involving naturalisations, citizenship cases, financial misappropriation, and other areas of heightened integrity risks.

Following the establishment of the National Transparency Authority in 2019, she was appointed Head of the Inspection and Audit Operational Branch. Since July 2022 she resumed the duties of the Authority’s Governor.

Ms. Rogkakou studied Psychology at the National and Kapodistrian University of Athens and holds a Master’s Degree in Human Resource Management from the Athens University of Economics and Business. She has also obtained additional professional certifications in auditing.

H.E. Mazin bin Ibrahim Al-Kahmous was appointed as the President of the Authority in 2019 by a royal decree.

He held different high-level positions in the government entities. Through the past 30 years he was working in the entity concerned with combatting bribery.

H.E. earned a Bachelors degree in Security Sciences from the King Fahad Security College in 1989.

Mr Sam Tee was appointed Director of the Corrupt Practices Investigation Bureau (CPIB) in September 2024 to lead the Bureau in detecting, investigating, and preventing corruption in Singapore.

Mr Tee graduated with an Accountancy degree from the Nanyang Technological University in 1994 and he joined the Singapore Police Force (SPF) in the same year.

With a distinguished career spanning 30 years, Mr Tee has assumed several senior appointments including Commander of the Airport Police Division, and the Traffic Police. He also served as the Senior Director of the Joint Operations Group (JOG) under the Ministry of Home Affairs. As Senior Director of JOG, he led the Homefront Crisis Executive Group (HCEG) Secretariat, providing critical support to the HCEG and a Multi-Ministry Taskforce set up to manage the COVID-19 pandemic.

Prior to his current appointment as Director CPIB, Mr Tee was the Director of the Central Narcotics Bureau (CNB), which is responsible for keeping Singapore drug-free. During his tenure at the CNB, he played a key role in keeping Singapore's drug situation under control. Mr Tee led efforts to arrest, investigate, and dismantle drug syndicates, including collaborating closely with CNB's foreign counterparts in this endeavor. He also placed emphasis on enhancing prevention and education efforts within the community to take the fight against drugs and drug use upstream beyond enforcement.

For his dedication, commitment, and outstanding contributions to the Public Service, Mr Tee was conferred the Public Service Star (COVID-19) in 2023, the Public Administration Medal (Silver) in 2020, and the Long Service Medal in 2017.

As Director CPIB, Mr Tee is committed to reinforce Singapore's strict zero tolerance approach against corruption through swift and sure, firm but fair enforcement action, as well as targeted corruption prevention initiatives. Mr Tee also recognises the importance of international cooperation and looks forward to working with CPIB's foreign counterparts to combat the corruption scourge.

Ms Brigitte Strobel-Shaw serves as the Chief of the Corruption and Economic Crime Branch of the United Nations Office on Drugs and Crime (UNODC) and the secretary of the Conference of the States Parties to the United Nations Convention against Corruption.

Previously, she held various other positions within UNODC and the wider United Nations system. A lawyer by training, Ms Strobel-Shaw also previously worked for a private law firm.

With an LLM and two advanced law degrees, Ms Strobel-Shaw is an accomplished legal professional with a wealth of experience on anti-corruption.

Mr. YAU joined the Independent Commission Against Corruption (ICAC) as an Investigator in 1994, after having served as an Executive Officer in the Hong Kong Government for eight years. He rose through the ranks to Chief Investigator in 1999, Principal Investigator in 2004, Assistant Director in 2007 and Director of Investigation in 2014. During his ICAC career, he has served in a wide range of positions variously responsible for conducting and supervising corruption investigations in both public and private sectors, as well as undertaking management and operational support work.

Mr. YAU began to head the Operations Department in July 2016, and was appointed as the Deputy Commissioner and Head of Operations in August 2018. Mr. YAU holds a Bachelor degree in Social Sciences (1986) from the University of Hong Kong, and a Master of Science degree in Public Sector Management (1992) from Aston University, United Kingdom.

In 1998 he graduated with a BA degree from the International Business School of Budapest. In 2011 he became a Certified Fraud Examiner (CFE) and in 2014 he became a Certified Healthcare Compliance Officer.

He started his professional career in 1998 as an audit associate at KPMG, first in Hungary and later in Germany (Frankfurt am Main). Since 2004, he had been an internal auditor (Eastern Europe, Middle East, Africa, and the United States) at Avery Dennison Corporation. From 2006, he was Compliance Officer for the Bristol-Myers Squibb Group in Hungary, Romania, and Bulgaria. In 2007, he joined Ernst & Young, a global consulting firm, where he reached Partner level in 2012.

In 2020, he joined PwC Central & Eastern Europe as a partner. He led fact-finding and compliance services teams in Hungary and neighbouring countries, including Romania and the Balkans.

In December 2024, Mr. Titrudeo Dawoodarry was nominated as the Acting Director-General of the Financial Crimes Commission (FCC) by the President of the Republic of Mauritius.

Since 2016, he has been the Acting Director of the Investigations Division of the Independent Commission Against Corruption (ICAC), which was subsumed in the Financial Crimes Commission (FCC) in March 2024. From 2002 to 2004, he was a Chief Investigator at the ICAC Mauritius and was appointed Acting Director of Investigations in 2004.

He is a long-serving officer of the Mauritius Police Force, currently holding the post of Superintendent of Police and reckons 37 years of service in the Mauritius Police Force, ICAC Mauritius and FCC.

Mr. T. Dawoodarry is a graduate of the US Army Intelligence School, specialising in intelligence, and is a Certified Fraud Examiner (CFE). He holds an MBA in Finance and Accounting, a master's in computer Forensics and Security and a degree in Communication.

Mr. T. Dawoodarry was in charge of the Cyber Crime Unit at the Central Crime Investigation Division and also served as the officer-in-charge of Interpol, Mauritius, from December 2014 to July 2016.

Tan Sri Dato' Sri Haji Azam Bin Baki stands as an eminent figure in the realm of anti-corruption, currently holding the esteemed position of Chief Commissioner at the Malaysia Anti-Corruption Commission (MACC). Born on May 12, 1963, his illustrious journey has been marked by a dedication to upholding the principles of justice and integrity.

In recognition of his outstanding contributions, Tan Sri Dato' Sri Haji Azam Bin Baki has been adorned with numerous prestigious accolades by The King. These honors underscore his unwavering commitment to the pursuit of excellence and ethical governance.

Educationally, Tan Sri Dato' Sri Haji Azam Bin Baki possesses a diverse background, having earned a diploma in Electrical Engineering from the University Technology Malaysia in 1984. Demonstrating his intellectual versatility, he later obtained a degree in Law Jurisprudent from the University Malaya in 2002, followed by a Master's Degree in Business Operation from Asia E-University in 2013.

His participation in international and local seminars, briefings, workshops, and courses focused on corruption, money laundering, and anti-corruption strategies highlights his commitment to continuous learning and global collaboration.

Tan Sri Dato' Sri Haji Azam Bin Baki's influence in the global fight against corruption extends far beyond national borders. In a testament to his international recognition, he was appointed as a member of the International Anti-Corruption Academy (IACA) Board of Governors (BoG) for the term spanning 2021-2024. This prestigious role underscores his pivotal contribution to shaping the global discourse on anti-corruption measures and strategies.

Furthermore, in the same transformative year of 2021, Tan Sri Dato' Sri Haji Azam Bin Baki added another feather to his cap by being appointed as an Executive Committee (EXCO) Member of the International Association of Anti-Corruption Authorities (IAACA). This dual appointment within IACA and IAACA solidifies his standing as a key figure in international anti-corruption circles, where his insights and leadership contribute to the formulation of policies and initiatives.

His influence extends globally, having attended and delivered a statement at the 2nd Belt and Road Forum for International Cooperation on April 25-26, 2019. He served as the Head of the Malaysian delegation at the 3rd Belt and Road Forum for International Cooperation Thematic Forum on Clean Silk Road on October 17-18, 2023. This event marked a significant milestone in the global fight against corruption. During the forum, he represented the Government of Malaysia and signed a Memorandum of Understanding between the Malaysian Anti-Corruption Commission (MACC) and the National Committee Supervision (NCS) China.

Tan Sri Dato' Sri Haji Azam Bin Baki continues to play a pivotal role in advancing the cause of anti-corruption on both national and international fronts, showcasing exemplary leadership and dedication to the principles of justice and integrity.

Mr. LAU has joined the Independent Commission Against Corruption for over 20 years, bringing a wealth of experience in investigating alleged corruption cases across government departments, public bodies, and the private sector. Throughout his tenure, he has been assigned to various units, where he has played a pivotal role in upholding integrity and transparency.

In recent years, Mr. LAU has shifted his focus toward internal support, policy-making, and the development of IT security protocols, alongside spearheading training initiatives within the department. He is also instrumental in the establishment and growth of the Hong Kong International Academy Against Corruption, which aims to enhance anti-corruption efforts and promote global collaboration in combating corruption.

Mr. LAU is committed to continuous professional development, having completed advanced training at prestigious institutions, including Peking University, the Lee Kuan Yew School of Public Policy, and the Royal Canadian Mounted Police College. His Excellency Humaid Obaid Abushibs, born in 1980, is an Emirati prominent figure in the UAE's governance and accountability sectors. He has been serving as the President of the UAE Accountability Authority since December 2022 and continues to hold the position of Chairman of the Abu Dhabi Accountability Authority, a role he has fulfilled since March 2020.

With a strong background in governance, H.E. Abushibs has played a pivotal role in promoting ethical standards and ensuring compliance across various government entities. His leadership is characterized by a commitment to excellence and a vision for a transparent and accountable public sector.

Elizabeth "Betsy" Andersen is the Executive Director of the Basel Institute on Governance, where she leads the Institute’s strategic direction and oversees its global efforts to counter corruption, strengthen governance and promote integrity in the public and private sectors. She assumed the role in March 2025, following a distinguished career at the intersection of law, justice, governance and international development.

Before joining the Institute, Betsy served as Executive Director of the World Justice Project, a non-profit organisation working internationally to advance the rule of law.

Betsy has a rich legal background spanning academia and practice. Betsy brings extensive experience working with and serving on the advisory committees and boards of non-profit organisations and associations, including the International Law Institute (U.S.), CEELI Institute (Czech Republic), Misongi (Cameroon) and the ASIL Women in International Law Interest Group (U.S.). She is a member of the American Law Institute and Council on Foreign Relations and currently serves as Chair of the Board of Trustees of Williams College.

For her contributions to advancing the rule of law and international justice, Betsy has been honoured with numerous awards. These include a Williams College Bicentennial Medal, the American Society of International Law Prominent Woman in International Law Award, and the American Bar Association Section of International Law World Order Under Law Award.

She holds a Bachelor of Arts (BA) in History and Russian Studies from Williams College, a Master in Public Affairs (MPA) from Princeton University’s School of Public and International Affairs, and a Juris Doctor (JD) from Yale Law School.

Shervin Majlessi oversees the secretariat of the Implementation Review Mechanism, which assesses the implementation of the United Nations Convention against Corruption (UNCAC) by its 192 States parties. He also leads the servicing of all subsidiary bodies of the Conference of the States Parties, including the Implementation Review Group, the Working Group on Asset Recovery, the Working Group on Prevention, and the expert meetings to enhance international cooperation. He led the team that launched and operationalized the Global Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) between 2020 and 2024.

From 2017 to 2020, he served as Deputy Coordinator and Senior Legal Advisor of the World Bank/UNODC Stolen Asset Recovery Initiative (StAR), where he covered activities across Asia and Africa. Earlier, he managed UNDP’s Accountability and Transparency Project in Kabul, where he oversaw the establishment of Afghanistan’s Joint Anti-Corruption Monitoring and Evaluation Committee (MEC), and subsequently became one of UNODC’s first Regional Anti-Corruption Advisors, leading regular engagement in around 20 countries across Asia and the Pacific from his base in Bangkok. He has also served with UNODC in New York and OHCHR in Geneva on governance and anti-corruption issues.

Prior to joining the UN, Shervin worked on complex transnational corruption investigations and corporate litigation, including as Deputy Counsel with the Independent Inquiry Committee into the UN Oil-for-Food Programme (Volcker Committee), with the World Bank’s Integrity Vice Presidency, and in private practice.

He holds a PhD and Master of Laws in International Economic Law from McGill University, an LL.M. in International Financial Systems from Harvard Law School, and degrees in Law and Public International Law from the University of Tehran.

Marcelo is graduated in Law and Political Science, post-graduated in Public Law and Evaluation of Public Policies, and Disciplinary Law in Public Administration. He also holds a diploma in National Economics granted by George Washington University and a LL.M. degree granted by University of Notre Dame.

Since 2006, Marcelo works at the Brazilian Office of the Comptroller General (CGU), as a Federal Auditor of Finances and Control. His career has been highlighted with duties such as Sectorial Inspector for the Ministry of Mines and Energy, Deputy Federal Inspector General and Director of Law Enforcement for Legal Entities.

Currently, Marcelo serves as Secretary for Private Sector Integrity of the CGU. His role involves working closely with the Brazilian Private Sector to strengthen public and private relations in the field of prevention and fight against corruption.

Mrs. Kavita Jogarah Seegolun is the Acting Manager of the Education and Preventive Division at the Financial Crimes Commission, Mauritius. As an anti-corruption practitioner with over two decades of experience in integrity management, systems analysis, and public education, she contributes to the formulation of prevention and education strategies, programmes, and initiatives in the fight against financial crimes.

Mr. Abdi A. Mohamud, MBS, is the Chief Executive Officer of the Ethics and Anti-Corruption Commission (EACC) from January 2025. Prior to his appointment, he served as the Deputy Chief Executive Officer and Director in charge of Investigation at the EACC.

Prior to joining the Ethics and Anti-Corruption Commission in 2005, Mr. Mohamud had served in the National Police Service for almost two decades where rose through the ranks.

Owing to his outstanding contribution in the fight against corruption, he was conferred with the national honours of Head of State Commendation (HSC) and Moran of the Order of the Burning Spear (MBS) by the Head of State and Government.

Mr. Mohamud is an Advocate of the High Court of Kenya and a seasoned investigator with a wealth of experience spanning over three decades in corruption and economic crimes investigation. Additionally, Mr. Mohamud has undergone various trainings both locally and internationally on diverse aspects of corruption investigation and prevention.

Mr. Mohamud also holds a Master of Science Degree in Security and Risk Management from the University of Leicester, United Kingdom, Bachelor of Laws Degree from Mt. Kenya University and Professional Diploma in Law from the Kenya School of Law.

Mark Lewis is Chief of Public Sector Partnerships at the World Justice Project, where he leads WJP’s engagement with governmental and intergovernmental institutions.

Mr. Lewis joined WJP from the International Monetary Fund (IMF), where he spent more than 25 years overseeing partnerships and policy work. Prior to joining the IMF, Mr. Lewis spent several years at the World Bank.

He has a B.A. degree from Swarthmore College and a Master in Public Policy from Harvard Kennedy School.

Mohamed BENALILOU, born in 1975 in Ouezzane, was appointed by His Majesty King Mohammed VI in March 2025 as Chairman of the National Authority for Probity, Prevention and the Fight Against Corruption (INPPLC). His appointment reflects a distinguished career marked by judicial excellence, institutional leadership, and strong commitment to integrity and good governance.

A graduate of the Higher Institute of Judicial Studies in Rabat and holder of a postgraduate law diploma, Mr. Benalilou has served in Morocco's judiciary at all levels, including as a judge at the Court of First Instance, the Administrative Court of Rabat, and the Court of Cassation. He also served as an Investigating Judge at the Special Court of Justice, which specializes in corruption-related cases.

In addition to his judicial duties, he has held several key administrative roles at the Ministry of Justice and the Supreme Council of the Judicial Power, including Director of Human Resources, Chief of Staff to the Minister of Justice, and Director of Studies and Cooperation.

Mr. Benalilou has been an active member of numerous national constitutional bodies and anti-corruption institutions, including the Supreme Council of the Judicial Power, the National Anti-Corruption Commission, and the Financial Intelligence Unit. Internationally, he has contributed to several expert groups and initiatives under the United Nations and Arab networks, including the UNCAC review process and regional legal cooperation projects.

He is also an accomplished academic, having taught criminal law and procedure at the Higher Institute of the Judiciary and other institutions, and has authored multiple legal publications, including a notable book on terrorism and freedom of expression.

Decorated with the National Order of Merit (Officer Class) by the King, Mr. Benalilou is also recognized internationally through his leadership roles in organizations such as the International Ombudsman Institute and the Francophone Association of Ombudsmen and Mediators.

His extensive experience across the judicial, administrative, academic, and international arenas makes him a highly qualified and influential figure in the global fight against corruption.

Dr. Alejandro Ponce is the Executive Director of the World Justice Project, leading its global efforts to advance the rule of law through research, data-driven insights, and strategic initiatives.

Dr. Ponce, a trained economist, has been instrumental in shaping WJP's research agenda since its early years. As Chief Research Officer (2012–2025), he played a key role in developing the WJP Rule of Law Index and led the creation of major data products, including country and thematic diagnostics, environmental rule of law indicators, legal needs surveys in over 100 countries, and the first study to quantify the global justice gap. He also led WJP's expansion in Mexico and the European Union, launching subnational justice indicators, advancing criminal justice research, and overseeing documentary film productions.

Prior to joining the World Justice Project, Ponce worked as a researcher at Yale University and as an economist at the World Bank and the Mexican Banking and Securities Commission. He has conducted research in the areas of behavioral economics, financial inclusion, justice indicators, and the rule of law, and has been published in collected volumes as well as top academic journals such as the American Economic Review and the Journal of Law and Economics.

Ponce is a frequent speaker on the rule of law at international conferences and policy forums and travels the world to help a wide variety of stakeholders turn rule of law data into action. He holds a B.A. in economics from ITAM in Mexico and an M.A. and Ph.D. in economics from Stanford University.

Ms. Maria Adomeit brings over 20 years of expertise in anti-corruption and economic crime. She currently leads the Thematic Support Section (TSS) within the Corruption and Economic Crime Branch (CEB) at UNODC in Vienna. Since joining UNODC in 2007, Ms. Adomeit has held several positions, including Regional Anti-Corruption Adviser for Southern Africa and for the Pacific.

Before joining the United Nations Office on Drugs and Crime (UNODC) as a secondee in Vienna Headquarters in 2023, Victor worked as a Senior Investigator in the Operations Department of the Independent Commission Against Corruption (ICAC) in Hong Kong, experiencing in anti-graft investigations for over 10 years. Victor, who was a frontline veteran investigator focused his career on corruption and financial investigations, had put forward a number of criminal investigations about complex corruption and fraudulent cases. He had brought a number of successful criminal convictions against corrupt individuals and criminal enterprises. In September 2024, while on secondment to the UNODC, Victor was exceptionally promoted to Chief Investigator of the ICAC in recognition of his distinguished services over the years.

As part of the Field Support Section under the Corruption and Economic Crime Branch of UNODC, Victor supports field-based trainings and helps coordinate support in different regions, including designing and delivering corruption and financial investigation trainings to practitioners and other entities around the world. Over the past year, Victor delivered a series of corruption and financial investigations training sessions on these topics, with the goal of enhancing the capacity of recipient countries and institutions across Asia, Africa, Europe, and Latin America. These professional training sessions included in-person trainings with the anti-corruption authorities in Argentina, Botswana, Chad, Indonesia, Malaysia, Mongolia, South Africa, Senegal, Thailand, Ukraine, and Vietnam.

He holds a Master’s degree in Laws from the University of Hong Kong and two Bachelor’s degrees in Laws (LLB) and in Public Administration from the universities in the United Kingdom and Hong Kong.
